Stephen Magraw is the founder of Stanian Limited, established in June 2004 after 5 years as consulting director for Gartner in government and retail financial services. Stephen has operated in many capacities in ICT including Applications Development, ICT Strategy, IS Strategy, Enterprise Architecture, Project Management, Data Architect. Today, Stephen specializes in ICT Management Consultancy in the Case Management systems and solutions market. Stephen has operated at executive level for numerous blue chip organizations and government bodies in UK, USA and other European countries. Stephen holds a BSc degree in Applied Computing from Manchester, an MSc in Managing Information Technology from Salford University and also holds the CMC (Certified Management Consultant) accreditation as an independently certified management consultant through the Institute of Management Consultants.

Robert Mastro

Robert Mastro

Robert Mastro has more than 30 years experience in the management and delivery of Health and Human Services computer system solutions and has managed many large and complex system development projects. Robert specializes in providing subject matter expertise in the development and implementation computer system solutions, and providing business process management and organizational change management consulting. Previously he was employed by Unisys Corporation as Vice President and Director for Unisys' Health and Human Services Practice, where he was responsible for the overseeing of product and business development specific to providing technology solutions to Federal, state, and local governments in meeting the health and human services requirements of their constituents. Before joining Unisys, he was the Information Technology Deputy Commissioner/CIO for the New York State Office of Temporary and Disability Assistance. There he was responsible for overseeing and coordinating the system development and maintenance of the agency’s computer application systems in support of programs such as Temporary Assistance to Needy Families, Foods Stamps, Medicaid, Child Support, and Home Energy Assistance. He was directly responsible for the Statewide Welfare Management System Project (SWMS) which was New York State's effort to modernize it's aging eligibility and benefit issuance systems

Mr. Mastro was a contributor in the development of the Project Management Mentoring Program and Project Management Guidebook of the NYS Office for Technology and has served as a project management mentor. He was a member of New York State’s CIO Council, is past co-chair of the Council’s Strategic Planning Committee, and served on the Leadership, Fiscal and Procurement, and Intergovernmental Communication Committees. He also served as the Region 2 Representative to the Executive Board of the IT Solutions Management for Human Services (ISM) affiliate of the American Public Human Services Association.

Derek Arthur

Derek Arthur has more than 25 years experience working in the information technology industry. His career has included work in application design, development, implementation, project management, IS systems management, enterprise architecture, applications architecture, integration architecture, data architecture and security architecture. Derek left the MOD in 1997 to become an independent consultant, in recent years he has provided design authority services to Transco, United Utilities, Ofcom and BT Global Services. Mervyn Stephenson

Mervyn Stephenson

Mervyn joined HSBC Bank Group in 1974 from Sheffield University where he graduated with an honours degree in Economics & Business Studies. During nearly thirty years with the Bank he worked in all aspects of corporate business and his career included a secondment to the Bank of England. He also worked in New York for over four years and in Malaysia, where he was seconded to the British High Commission. He retired from the Bank in 2004 as an Area Director in the North West of England.

Since then he has been working as an independent consultant providing financial and general management advice to medium sized organisations. Assignments have included:

  • Interim management services to one of the NWDA’s sub regional partnerships 
  • Banking support to an international commodity company 
  • Project management services to a North West inward investment agency seeking to attract companies from Greater China looking to set up an operation in the UK or raise funding on AIM 
  • Identification of development opportunities for a major quoted company providing property solutions in the North -West
  • Assistance with the identification and negotiation of funding for a bio-technology start-up company.
